Yes, because it's a 4 stroke engine, if it was a "Deutchland" diesel :-D
then the IP would rotate at the same as the crank.
Often a freshly rebuilt or installed IP won't let the start advance
push in very easily until it's run a little or while it's cranking. If it's
stopped at just the right spot, it won't budge.
