Bill, I have a good idea of what the issue is here. I will write more when I get to work in 2 hours.
I have made this mistake a few times myself. Swap the Out bango with another one that has the other connector for the return line to tank PLUGGED off.
You are sucking fuel up the ruturn line from the tank and not thru the pump possibly here.

Can't get it started. Able to bleed diesel out the line that goes to the return line to the fuel tank & can see diesel going from filter into the IP. Could changing the filter possibly help? When removing the injector lines from the injectors I can't get any indication of fuel flow to the injectors. Any suggestions short of towing the car to get it to start? Also, in the back of the IP above where the injector lines leave the IP (I think it is called the distributor block) are 3 banjo connections for fuel lines. The bottom, marked "out" has a return line from the #4 injector & the other side goes to the fuel tank return line. The second one doesn't seem to do anything. There is one opening from that banjo bolt that is capped. Inside of that banjo bolt was stuffed some steel wool, which I removed. The top one is connected to the turbo. The bolt marked out does not have any openings & does not appear to allow any fuel passage from the IP but only as a
place to mount the banjo connector to route the return line from the #4 injector to return excess fuel back to the tank.
I sure would like to get my Quantum running again. If Mark Shepherd, Loren, or others could email me their phone numbers & when it would be convenient to call, I would appreciate it as I have free long distance inside the USA.
