  That part sounds correct.  When the high pressure side hits about 
200psi then the fan goes to high speed.  If your fan was smoking and 
is noisy, dependability would dictate to first replace the fan, then 
troubleshoot for issues.  
  My book only goes to '89.  Didn't find any glancing reference to 
a fuse 23.  I'd look on a relay, around the fuse panel or under the 
hood offhand.
