Thank you Mark Shepherd & others for your replies. I have sorted out which line goes where & Mark is correct. Followed thru per Mark's suggestion. Removed the center plug where you screw in the dial indicator & did get fuel. No one to watch but I put a paper shop towel which collected plenty of fuel. Was able to pump more fuel out the outlet hose with my vacuum pump. Replaced the center "breather" banjo with one that "breaths". Still doesn't start. I am reluctant to run the starter more than 30 seconds allowing at least a minute between attempts. I don't want to burn out the starter. No starts, no "pops". Guess I will have to use the towing to start method but will have to wait till Friday as I have meetings to attend in Sacramento to attend on Wed. & Thurs. I wonder if an electric fuel pump would help, mounted back by the fuel tank or in line between the filter & the IP would help? I notice the "86 Jetta, which I have not had time to trouble shoot yet, had an electric fuel pump which comes on when the ignition is on.
Interesting note. I was able to pump fuel out the outlet side of the IP whether the ignition was off or on. Shouldn't the fuel stop solenoid prevent fuel flow if the ignition switch is off. Or, would the 'breather" banjo between the outlet & the aneroid allow me to suck fuel out of the IP? Also, what voltage should be present at the fuel stop solenoid? I would assume the same rating as at the battery, at least 12 volts. I do have a new spare fuel shut off solenoid to install, if necessary.
