The fuel would not be able to get up the fuel line to creat the siphon, right?

Yes.
I kept it simple because, when I suggest this to the foaming-at-the-mouth
masses, they ignore, and keep on cranking and complaining.
You need to keep the pump "wet" with fuel, without fail (!) to encourage it
to perform.
I used this method to resurrect an engine that had been sitting in the weeds
for some years. The (Rabbit=steel) fuel lines had long rusted away. If there
was anything in the tank, it was probably water. The TD engine in the car
would crank over (checked the oil first) but, of course, not run. I could
have it for $200CDN, (about $19.95USD) if I wanted it. Thecar was not even
good scrap, all rusted away. So.
The owner who wanted to get rid of it, gathered it up and dumped it in my
driveway, Gave him the $200.
Managed to prop the crumbling hood up with a piece of 2x4, Hung a 1gal fuel
container from it, Ran a vinyl tube from it started a syphon and plugged it
on to the fuel filter inlet.

the jug, observed the syphon was working,
The engine, which had not been running for several years, started on the 2nd
stroke and ran smoothly. Removed the engine, gave the rest of the car to
the volunteer firemen, who sawed it up, then disposed of it for me.
!00,000 miles later the engine is still singing in goldie, my 87 jetta.
Poor goldie, needs a good undertaker. Flintstone floors, crumbling shock
towers, etc, may not make it thru the summer. (the 89TD replacement waits in
the garage) The engine will live on in my son's 91 Jetta.
I would reccomend:
A 1/2 or 1 Gal poly fuel jug
This rig is what I have, and what other use is there for a 1GAL fuel jug
(except the lawn mower)
Avoid the potential mess and fuel poisoning risk of starting the syphon.
Bore a hole on the side, near, but not in the bottom for a fitting to
thread in to the poly on to which the vinyl tubing (5/16" ID) can be pressed.
