  In reality it doesn't.  I suppose if you could take a day or two to 
bring it in to torque then it MIGHT squeeze out before it splits the 
block.  No practical tensioning of the bolt will allow "stuff" to 
squeeze past the threads before it ruins the block.  The holes 
MUST be clean, clear and free of anything.  The 12mm bolt 
holes are a little forgiving but not the 11mm ones.
