As Dave stated, it is a good idea. In fact, turbo cars like as big of exhaust (or no exhaust, if you don't mind the noise) as you can give them. This allows for faster spooling of the turbo, which translates to less turbo lag. Also, ultimately, at higher revs, a smaller exhaust will limit the maximum boost because of the volume of exhaust being ixpelled from the engine relative to the restriction of the pipe size.
BTW, this is not at all true of an NA engine, where too much surface area translates into low opperating pipe temperatures and reflective pulsing (excessive back-pressure). So, by going too big on an NA engine, you actually increase backpressure.
