[Vwdiesel] another pump another problem

Hi guys,

   Last month I wrote to you about the pump I replaced the seals on and I couldn't get the pump to run, or at least work with the throttle when the little it did run. So I gave up on that pump and took the pump that was running earlier in the month, but just was leaking like a seive.
  I replaced the seals on that pump except I did not touch the seal under the upper portion. I didn't take the screws out didn't lift the lid I did absolutely nothing with the throttle. I replaced all of the other seals. I thought if I don't mess with the governor or the throttle then it should run as good as it did earlier in the month and if that seal starts leaking maybe it would be down the road when I have more cash to replace the pump properly with a rebuilt one by someone that does this for a living.
  I got the seals replaced. I put this pump back in the car. Timed the pump, primed the pump and turned it over until fuel came out the lines at the injectors. I reattached the lines to the injectors and it started right up.  The problem is, the engine races likes it's at full throttle, filling my garage, the neighborhood and my complaining wife's house with diesel exhaust. It won't idle down. I shut it off because I am afraid something will bad will happen.  The only possiblities of things that I think I may not have right is it's possible that the two springs that are above the distributer assembly could have moved when I put that together, not the bigger plunger springs which are actually part of the pump assembly. I used a lot of vaseline on them to hold them in place though. The other items I can think of is the full throttle adjusting screw isn't right because I replaced it's little o-ring. I tried to put it back right where it was at. It's the
 same number of threads showing from out of the nut and the little metal sleeve. The other item could be the control sleeve. The control sleeve had a hole on one side of it. I didn't note which end the hole was at when I disassembled it as it was facing down and the parts fell into the pump when I pulled the end off. I wasn't sure if the control sleeves little whole was closer to the cam disk or the delivery valves. I looked at some pictures I thought I saw one with the hole twards the delivery valves so that's how I put it back.  Thanks for any help you can give. The thing starts right up great so at least I have that right. This is not a yellow dot pump and I set the timing at .86mm.
