[Vwdiesel] TDI New Beetle No start

I put the tools on the engine to ensure it was all lined up.

However, I can't guarantee he didn't get something off while he was putting all the stuff in place.

Is there any tricks to determine whether the pump is advanced or retarded?  

If I determined it was, say, somehow 180 out, could I remove the three bolts and just rotate the pump into the right place and reinstall the bolts?
