Dave: Gotta be timing.  Again it's been a while since I've done it but as I
recall the adjustment is fine enough that you might have skipped over the
sweet spot if you only tried the two extremes and the middle of the slot.

If you cant get it on that tooth, maybe try skipping one the other way.

Oh yeah one thing I just remembered, are you SURE you had the pump pin in
the right place?  I've heard of people getting the pin in the wrong spot and
buggering the timing...  as I understand it if you have the it locked right
you can't be more than a tooth off.
