If you took a pump that was sitting on the shelf and just replaced
seals - did you take it completely apart to inspect the inside, or
just get the seals replaced? If you didn't actually inspect everything
then it could be that there is old goop in there sticking to stuff.
Could also be that some parts are corroded/worn.

But at this point you don't have anything to lose. I would tow the
thing until it started and run the diesel purge through it and hope
for the best.

But if that doesn't work then I suggest putting seals in the pump that
was on your vehicle and working well other than the leaks. Basically
if a pump is working well and just develops a leak then really all you
need to do is fix the leak. But if they sit and corrode or the fuel
gets all gummed up inside then you have problems. If it was running
well then no need to rebuild it. Unless you'd rather spend the money
than get your hands dirty, of course! :)
