It sounds like you have an air leak in there somewhere. As far as glow
plugs - they're usually somewhere in the range of 10-20 ohms. But more
important is that they glow when power is put to them. It's pretty
easy to visually check them by holding them with a pair of pliers
providing ground to the body and put a jumper wire on the power side.
Just watch and make sure they glow good and strong and relatively
even. I usually just make sure that each one is drawing power, but if
I'm up against something stubborn like what you're fighting, it's nice
to see and know for sure that each is working.

The Quantum is acting like a carbureted gas car that has sat for several months, having to crank it for a few minutes before it will start, as it there is an air leak somewhere.
