Not so actually.
The VE pump in this application does not require a lift pump, as the tank is
not too far below the pump, however, there are many instances of VE pumps
being used where the tank is lower than a couple feet, and a lift pump is
used.  Seven psi or so is fine, more than that is unnecessary.  If the vane
pump inside the VE is not sucking fuel properly, you have more troubles
however, because the internal pump supplies pressure to regulate internal
pump functions other than just pumping fuel. Adding a paltry few psi to the
inlet side is fiddlesticks in the grand scheme of things.
