my 82 jetta does the same thing. started shortly after the "instigation" of ULSD ;;(
what were you hoping the ATF would do for you?
i sprayed some silicone onto the shaft in the rear but it had no effect.

I examined my Quantum's IP. When I turned my electric fuel pump, I could see diesel fuel dripping at the rate of about two drops a second from the cold start shaft, this is after letting automatic transmission fluid sit in the IP for several days. I removed the IP & could wiggle the cold start shaft. I removed the cold start shaft from another old IP I have. I could see where there were two "O" rings so will replace them. The person who rebuilt this pump should have replaced them but I guess he didn't, or could there be some other worn part causing this? I have an IP repair kit so should be able to find the "O" rings. My Quantum is a 1982 turbodiesel for those who may not recall. The IP I took the old start shaft off of is a non-turbo IP showing some signs of rust.

The more the bushing is worn, the more difficult to seal the shaft.
Too much slop in the shaft, no seal will have enough 'flex' to seal it.

But a worn bushing should have been found and taken care of in a
rebuild of the pump. Either way it sounds like the rebuild wasn't done
properly, whether it's the seal or bushing.
