[Vwdiesel] Proportioning Valve

Well, the proportioning valve reduces pressure to the rear brakes when
unloaded- when the body is higher.
You run the risk of the rears being easier to lock up when lightly loaded,
or when less traction (ice, wet, etc)
That said, I've always found the VW rears to be a little underbiased on
braking anyway, so it might be worth a try.
To tell you to JUST bypass the valve because it's an easy solution isn't
necessarily the best advice, but as long as you think it through and pay
attention when you are testing it with no load, wet road, etc, it should be
okay.  If you just can't find a valve, they have to be out there.  Hayden
might even have one in the sea of parts he's brought on himself. :-)   
When you test drive it without the valve, with fresh brakes, try some panic
stops.  That's when it counts.  If the rears lock way before the fronts, it
might be an issue when unloaded, and could lead to unintended consequences.
An accident cause by bad brakes is no accident.
