I agree Doyt. If the price it right, get the car. A 89 Jetta 1.6na is not a dog of a car. It should be peppier and most likely needs to have the injectors tested for spray patterns and leaking as well as the timing is most likely off.
That is low miles for a diesel, so I say get the car. AC is going to hurt the car when the load of this massive compressor is being turned, I tend to keep my AC in the 92 Jetta TD I have off unless I am going highway speeds.
As of the noise, that could be a transmission issue, it should not be that loud and that should have the same 5sp trans as mine. My engine runs around 3K rpms at around 72-75 MPH

Sounds like it needs timed properly and maybe injectors. Shalyn's
was a little sluggish (TD) but after setting the timing it was MUCH
better. It was at .85mm instead of 1.00.
A few drops of Rust Mort will do wonders on stopping the rust
spots. At least the A/C works a little, that means it's probably
just low, could be clogged, full drier, etc but probably just needs
some freon.
