Indeed, and usually score the cylinder wall in the process too when the ring
gets damaged from hitting the ridge.
Head needs to come off for that.  If there is a perceptible ridge, you're
throwing good money after bad to not deglaze, and de-ridge.  The deglazing
part essentially provides fresh scratches in the bore to hold more oil and
as the high spots of the scratches wear down as the fresh rings wiz past,
they eventually wear together into a close matching fit. Old worn bores are
very smooth and do not seat to fresh rings very well. As they were worn to
fit the old rings. There's a right way, and errr... a right way. All the
rest tend to give results that vary from the desired outcome.
