14.7 is actually a bit high, but the best way to test it is at about 1500rpm with the high beams/fan/anything high drain turned on. YOu may have charging with no load, as in the alt might be putting out 5 amps or somthing like that. But, once you turn the draw up, the alt can't keep up.
