Yes, the lobes for the cylinder on compression would be opposite each other, facing about 10 and 2 oclock when viewed from the front of the engine (side of the car). Cyl 4 at this time will be on the power stroke, so the exhaust lobe will be coming close to the lifter at this point.

  valves where closed to determine when and if no. 1 or 4 where firing.
