Dave,

Ok, here's what you have:

The dimmer (high beam switch) gets power from fuse 25, 15amp, and then a 
red/grey wire feeds it. This is for the flash to pass feature. The light 
switch gets a feed from terminal "x" from the ignition switch. This is for 
the headlights only. Then, from there power goes to the dimmer switch via a 
16ga white/black wire. From there the switch sends power to the selected set 
of wires, either white(high beam) or yellow(low beam). The wires ground to 
each of the shock towers. The manual says specifically "ground at right 
front shock tower" and "ground at left front shock tower".

I'd check for your grounds to be good, then do a voltage drop test at the 
light connector.
