The headlights turn off in all VAG products like that. The parking lights
are wired with constant power, while the headlights only get ignition power.
As for your problem, I'd start by checking the grounds that directly feed
your headlights. Usually right around/behind the headlights themselves.
Unfortunately I don't have the Bentley for that model (I have every other
VAG product through '92) so I don't know exactly what you are seeing.
However, I have the spiral bound VW schematics for 1982-1984, So I'll see
what's in there....................
