[Vwdiesel] Calif. Smog Check for diesels

In talking to a couple local shop owners, they've spoken of govt assistance in paying some of the customers bills (TN).  They never spoke of any specifics but these are folks I trust.

$1,000 retire-your-vehicle money?  Aren't they so broke they didn't
send out the income tax overpayments, etc?
