ETKA is the dealer's ElecTronic KAtalog. Vagcat is a Russian site that
has ETKA online (have to register to get in), but it wasn't working for
me today. Otherwise there's always a pile of illegal copies floating
around ebay and various bittorrent/download sites. Use at your own
risk.
Busdepot and Worldimpex both pull from the dealers, so if the dealers
really can't get them, then the busdepot catalog is out of date (yes, it
happens - both for availability and price increases - I know from
experience, although busdepot will sell at cost if the price increases.
*Call* if you want to confirm availability/shipping times before
ordering.)
