Sounds like you just need to retime the engine.  I always expect to
retime with a new timing belt. not a big deal.  Check out Craigslist.
Jimmy in Peters Creek/Chugiak area about 20 miles north of Anchorage has
a pile of VW diesels he's parting out.  I've run without that 4th bolt
before.  Didn't seem to bother much, but not a good idea in the long
run.
