[Vwdiesel] IP rebuild woes

Resealed my IP. Thought I marked everything correctly. Installed it
back on the engine.
Timed it per the Bentley (high end 1.05mm). Could get it to run for
about 10-20 seconds, no throttle response.
Someone suggested on the vw diesel parts board to run the fuel line to a
jar above the IP.
Well that made a huge difference. Ran it for quite a while at a very
low idle. Lot's of white smoke and no throttle response. Then shut her
down.
Re-hooked the fuel line to the on board fuel filter and it sucked the IP
dry without sucking from the tank. The line is unobstructed, was the
first thing I did before I even thought of removing the IP.
Maybe it's not spinning fast enough for the vanes to work on the suction
side. I used Vaseline on the internals during the reseal to hold parts
together.
Sound like I installed the internal cam plate 180 out?
Would adding an electric fuel pump before the filter help the IP?
Thanks,
Bud
