Hi Bill,
With the car running, can you see the fuel in the fuel line that goes to the 
pump?
Do you get bubbles, with or without  revving  engine?
When stopped, can it be started immediately?
Does the fuel slip back out of  that supply line and head back to the tank?
Once going , does it rev  nicely, or stutter?

Pulling the cold start, mecanically adds about 5 degrees advance [tilts head 
of pump towards the engine].
Set the pump so that it can be moved whilst the engine is running.
With engine running, advance pump a bit to see if the engine noise gets 
louder and more 'clacky.'
Then try pulling cold start cable to see if it has more of an effect.
Check that the cold start lever on the pump is actually travelling  with the 
cable.

If you have a rev counter, then you may be able to find a 'happy'  point of 
best combustion at idle bylooking for max revs.

It is possible that the maximum fuel screw out the back near the fuel to 
tank return banjo is running the engine too lean on start up.
If there is no limiting  coller on it you can screw in this say 1/4 a turn 
at a time to see if  it makes starting easier. Going too far will result in 
excessive black smoke out the back on acceleration, and eventually 
overheating... Tweeking is fine.
Idling will raise with the extra fuel so if you find the happier starting 
point, back off the mechanical stop on the pump that restriucts shut off of 
the accelerator lever.
