Left handed drill bits, Kroil, and time.  Another method if you have enough bolt sticking out is to arc weld a nut to the end of the broken off bolt.  This sometimes will loosen the corrosion and the bolt will come out.  Inside you have a square nut that is floating in a sheet metal stirrup.
