FOr the purpose of testing, there is not much chance of damage.  The coolant 
isn't there to cool the cooler just the exhaust that goes through it.  On my 98, 
I actually removed the cooler and replaced it with the EGR lines from a 96 
Passat.  I would bet, given your description of what is going on, that it is the 
EGR rather than the headgasket.  Like other have said, a failing head gasket 
usually leads to alternating overheating and underheating on the engine as the 
water boils.  It also usually leads to a blown overflow tank.  Hayden

was wondering about this possibility earlier this afternoon.  Is there 
any chance of possibly damaging the cooler with the coolant lines 
disconnected?    (Assuming it isn't already cracked...)    Like 
overheating it or something?

Yes, there was a recall on the EGR valves about 6 months after mine had failed 
and was replaced, so I got the recall before it was released :)

Dave, before you crack the engine apart, try disconnecting and blocking off the 
coolant hoses (both of them) to the EGR cooler.  These OFTEN develop leaks into 
the combustion chamber and is much more likely than a head gasket failure, 
UNLESS he got it really, really hot and hasn't been honest with you about it.  
As I recall, there was a recall on some models for the EGR leakage.  Hayden

Plus the bubbles indicate something is getting in there. I just need to figure 
out where they are coming from!
