Thanks, Erik.  The 10-gauge was in addition to the tractor's regular ground cable.
 
By the starter ground side, do you mean the interface where the starter mounts to the engine?  That's where starters ground.  I had the starter out when this issue first arose to have its function tested by a shop.  Before I reinstalled, I cleaned up the flange of both the starter and where it mounts and added dielectric grease to that interface.
 
Besides cleaning up the battery cable ground on the frame, should I establish a good ground between the frame and the engine?

I think that 10 gauge is likely just not big enough to provide a good
ground. The ground wire needs to be sized the same as the battery
positive wire - it carries the same kind of amps. (Assuming that it is
the only path back to the battery.) So basically it means that the
ground side of your starter is REALLY dirty and needs to be taken care
of.
