[Vwdiesel] starter head scratcher

Have a head scratcher.  My 98 tdi Jetta would not start.  No crank when the key was turned.  In the course of troubleshooting I have chased voltage to the starter solenoid output of the antiftheft controller, but loose it between there and the starter solenoid.  The mystery is that I have zero ohms on the wire between the solenoid and the antitheft controller.  If I had a high resistance reading I would know what to look for, also if I had a short to ground I would know what to look for.  So does anyone have any good ideas.  Worm hole in time and space?  It did start when we broke her to lead, but that is a little impractical for everyday use.
