[Vwdiesel] starter head scratcher

That is the same thought I had later in the day once I had slept on it.  The kicker is that the run of wire isn't very long and still factory wrapped.  It is going to be a fun weekend of outside wrenching in 30 degree weather.

That sounds like a loose connection to me. They can look like a good
wire to the meter (0 ohms) but when you try to put power through them
they can't handle the current. Since a meter is only checking that a
tiny microcurrent will flow it's not a good indicator if the circuit
can handle any amount of power, only if there is a path at all.

So try to find that place where there's a loose connection. If you
have the key turned just trace down the wire and find where you're
losing your voltage, because somewhere in there it's being stopped. If
you find a warm spot that will likely be it.
