I have seen a TDI put in a rabbit truck before. You either have to go with a manual injection pump or use a good share of the electronics including the cars computer. They put the computer in the rain train and covered it from the elements and they had to use the TDI's key as well. They moved the shifter over and pedels. The instrument cluster was cut down to fit in the MKI or MKII dash. I can't remember if they put the MKII dash is as I have seen that a few times as well. Then you have to weld in the mounting points for the enigne tranny. Lots if tideous work but I am sure it will be worth it. I would love to do that if my TDI car crashed or something. I would be most worried about the oil pan sticking out so low. I know for my BEW engine there is a oil pan gaurd that bolts on to the block. Downside is if you hit something you break the mounting tabs on the block but better then nothing. 

I am glad I haven't lived in states that inspect cars as it seems like it is a joke in most cases. Just reason to pull you in the shop taking your own time to do so. I do agree that they should have a safety test though if the car has a shock tower through the hood it should be condemed. I have seen some interesting cars driving around with the reservation nearby.
