Bill,
You're not doing much wrong...
Locking the pump is only necessary when you've been driving for some time, 
and you decide to change the timing belt as part of a service, and where you 
are otherwise happy with the running of the engine. So leave pump  lock bolt 
out ;o)

Possible 'errors'
Because you go anti clockwise , presumably to find the low area between the 
pump injection cams,  be sure to turn CRANK 2 revolutions [to get you back 
to where you are setting the timing on #1], AFTER you have set the pump to 
what you believe is 1mm on the gauge. Do this leaving gauge in place. It is 
done to re position the 'slack' in the timing belt where it will be when the 
engine is running, which is down by the tensioner. REMEASURE dial reading, 
which should be 1mm again. Actuallly, doing this 2 revolution operation, 
straight after inserting dial gauge will improve correlation between the 2 
measurements.
As as check on your gauge, and 'are you reading it correctly', as the gauge 
passes over the 4 pump cams , it should reach a maximum of about 2.3mm.

IF your injectors are set to 155bar, or there abouts, 1mm is about correct. 
If you know they are a little lower, then '0.9 something  or other' may  be 
better, ie pump top pulled away from engine.

If  this doesn't  improve things, then I have a few  tricks up my sleeve in 
reserve :o)
