At first, after a couple tries, it started right up. Warmed the engine up &
turned it off & tried to start it with no success. Acting the same as
always.
Once it starts it runs fine. If I coast down a small hill, it will start.

Ok Bill it starts cold but won't start after warmed up but will then start
rolling down a small hill. If it starts coasting down a small hill when warm
it should start with the starter.    Perhaps you need a new Bosch starter.
My old VW guru who had a shop for many years says many times even rebuilt
starters aren't always good enough to start our diesels.

Followed advice of using a jumper from battery. Seemed to help a little. So
I then installed a Ford type starter solenoid from the battery to the glow
plugs using two 10 gage wires, one to the front glow plug & one to the rear.
At first, after a couple tries, it started right up. Warmed the engine up &
turned it off & tried to start it with no success. Acting the same as
always. Rebuilt IP, new glow plugs, checked injectors which seemed OK, new
filters. When I first bought  the Quantum it would always start but
overheated, had head redone, valves done. Then started right up but the IP
leaked. I did not replace the injector washers with new ones. Have gone thru
the timming sequence several times. New battery with battery kept at full
charge with a battery tender. Starter turns engine over fast. Fuel seems to
flow thru IP OK. Once it starts it runs fine. If I coast down a small hill,
it will start.
Re timming, I bought a rather expensive dial gage that is calibrated in
metric. I am wondering if I am using the gage right? I will set the flywheel
at TDC, loosen the cam gear & tension pulley, lock the rear of the cam & the
IP per Bentley. Then tighten  the tension pulley & then the cam gear. I will
then rotate the engine contra clock wise, per Bentley. Then I will insert
the dial gage in the back of the IP. Then  I will rotate the engine
clockwise until the gage makes one complete circle & then lock the IP in
place & I find the flywheel shows TDC. I have tried moving the IP a little
bit clockwise & contra-clockwise but no change in balky starting, only a
change in diesel knock as I move the IP slightly contra-clockwise.. Am I
doing something wrong? I want to fix this Quantum myself. I don't know
anyone locally who knows more about VW diesels than me but if one more
attempt at re-timming doesn't work I will have to start looking for someone
