  I had that thought as well but in WA, the only time you pay attention to 
tonnage is when you're buying it, IE trucks.  Passenger vehicles just get a 

plate but trucks (and my Quattro somehow had truck plates when I got it, 
the only advantage they could think of for that was it would allow parking 
in 
loading zones) pay for tonnage and you can buy what tonnage you want to 
pay for, need to be legal, or figure you can get lucky and not get caught 
going 
over!
