I would second what Stephen Kraus said, 90# using the ARP lubricant, at least that is what I recall the ARP instructions with their 12 mm studs. This is what I did with my Quantum although I think I did it in increments of 20# , 20,40,60, 80, & then to 90 foot pounds. I didn't know that ARP had 11 mm studs. On the Dasher, I re taped the 11 mm to 12 mm. I don't like using bolts & am very nervous about using stretch bolts. 
Also be fussy about where you source head bolts or studs. I don't know where Sacramento Vintage Ford sourced their studs as I had two break off when rebuilding the engine on my Model A Ford, the only engine I have ever rebuilt. Had to drill out that stud & then hiliocoil that one hole. If I recall correctly, the Model A required 45# torque. No problems with it since. I think those studs came from Taiwan or China. 
By the way, does anyone know where you  can get some kind of jig so you can tap or drill & tap a cylinder block perpendicular to the deck of the block? I had problems getting some of the holes straight on both the Model A & the Dasher. No problems with the Quantum as I did not have to re-tap anything, just chase the threads.
