I have an old pump and counted the four mounting bolts. After your explanation I got a mirror and peeked in there and saw it is actually a stud on a flat wrap around strap. The previous owner did not reinstall it correctly and missed the bolt that it should have been held on with.
I must fess up - I have had pumps off in the past but I just never remembered the way it is mounted. I have driven two 2 Dr. Jetta Diesel coupes over a million miles. VWOA even sent me some frameable documents and a key chain years ago. And a Rabbit to 278,000 miles that got wrecked.
It is hot and working in a gravel driveway got the best of me, I panicked and called for help here and in minutes problem resolved.

This is on my Grumman Kubvan and on a long trip this weekend it really smoked up the hills. Adjusted the valves yesterday and will check the IP timing today.

Bottom back bolt is just weasel in there. Bottom front bolt, you use a
socket from the
front of the engine. When the engine's on TDC, the opening in the
sprocket lines up to
easily put a socket and extension through and loosen it. From '81 on,
they use a bound
lower bolt (the washer for one of the other two is a strap, welded, or
such, to the bottom
one) so you can use a socket. '80 and earlier you need the "special"
curved 13mm or an
assortment of wrenches and work it out a bit at a time.
