Ok, here is what i know- i think :-) i got all of this from the vw aaz service manual supplement. I have the PDF of it if you want. pmail me for it. 

anyways, AAZ is the block code. The only thing to note is that all 1.9s have oil squirtters to keep the pistons cool- aka- they are turbo-ready.

the vw manual i have show these 1.9s built with, and without turbos, making me believe that they were conceivably available either way. Now if they were or were not available in a vehicle is a different thing.
