[Vwdiesel] oil burning - turbo?? dieselicious kits?

'91 1.6 Jetta ecodiesel, 200k, new head gasket, heater core and heater
hoses (yeah, that was 2010.)

Turbo has some up and down play (inlet side only), makes noise, but
still spins freely.  

I'm burning about 1 qt per 350 miles.  

I'm thinking of getting a turbo rebuild kit from:

Would it make sense that I could be burning that much oil through the
turbo, or should I look to rings?  (Head was rebuilt this past summer,
starts, runs drive fine - no excessive smoke.)

Anyone used these kits?  I'm a bit nervous about getting a 200k turbo
apart!
