Are you saying that you turn the engine using the cam bolt? ... Well that's 
a big no-no in my view... I may be misunderstanding, but if you are then 
easy to bend a valve, if belt not overtightened... Always do it with the 
crank bolt and preferably clockwise 'in the main'

Is there no movement at all?  Sounds lke piston seizure, which would account 
for intact belt...

David,
 I'd start by pulling the valve cover, then the pan, then the head.
Somewhere in one of those locations you will find ur problem.
Let us know what u find.
