That's a strange place to leak.  The cold start/timing advance  is yes, the 
lever at the bottom 
which the rod goes down to.  That screw is the maximum delivery  
screw/smoke screw.  There's 
an o-ring on it.  Not sure if you can just back it all the way out and  
replace but I'd assume so.
Since it has the lock collar, you'll easily get it back to correct position 
 by noting the direction of 
the screw slot in the end, since the lock collar will stop it fairly close  
to that position when you
 run it back in.  You'll have to cut the lock wire.
