[Vwdiesel] Injector pump leak 91 TD

I believe the later 1.6TD pumps have a rpm increase AS WELL AS a timing
advance at idle when you pull the cold start lever. Somewhere I read
this for the later a2s. I've got a '91 eco where the rpm increase is
obvious.
Make sure your cold start lever is IN for timing adjustments.
