[Vwdiesel] Head/Valve work question

Got the head back from the machine shop, all looks pretty good.  Except the guy said that it had two bad lifter followers.  (The thing between the cam and the valve).   He said that they weren't rotating like they should, so the cam wore a "groove" (for lack of a better term) in them.  

He said these wear for a lot of GM cars' valves and many times are all replaced as a matter of reworking the head, but he wasn't sure if the same was true for VW diesel heads.

If it were you, would you just replace the two that have the "groove" or would you replace them all?  They will run about $18 each!
