But shouldn't it get hotter at higher rpm/load with a plugged  rad?  Most 
that  I've 
seen were more that way.  But then a diesel in the cold can be a  strange 
beast 
until you find out what's going on.  
My guess leans  toward a bad impeller or goofy stat, maybe.  3 quarts low 
and 
a leak will sure end up with constant air to chase though, and that could  
sure 
do it.
