Dunno if this applies to 04's, but IIRC on the 99-03 models, a bad MAF
sometimes resulted in this behavior.

If you have access to a VAG-Com you can do some data loggging to validate
MAF behavior, or perhaps do a temporary swap from another car... or just try
plug/unplug the MAF or the MAF fix described here:
