[Vwdiesel] TDI PD stumbling low rpm and high pitch sing is back

Now that the weather has turned cold the "every now and then" singing I was getting is now almost always there.
 
It did seem to start after timing belt change and we did have trouble with the timing belt pre-load tensioner, I checked it 2 times since and the marker needle is in the proper range for the tension but we may have damaged it trying to pre-load it and get the pin that came with the new styple timing belt tensioner in, and we gave up on that idea and just put it in.  So, I have a new one, I just need to change it I guess?
 
I know this about the noise
It is a high pitched metalic sing, almost like a break warning sing, but not that as when the car is making the noice on load exceleration I can tap the brakes and it does not go away.
The sound is during excelleration only with LOAD on the motor, can not make it happen when sitting still, it has to be timing belt related.  YES?
Why outside temp. would make this sound worse, I am not sure, things shrink when cold I guess.
 
 
Motor stumble at 1,000 rpms.
Also, the motor never really ran smooth at 1000 rpms but now it stumbles steadily at this rpm, but is fine at 1200 and higher and fine at 7-800 idle rpm, does this ring a bell to anyone???
 
Thanks for any help, just have limited time and I am afraid of major engine damage at this time.
