It would sure work on the big hill from Phoenix-Flagstaff.  
My dually, fully loaded big in-box slide in camper, rear box/step (adapted
truck bed tool box) full of heavy junk, with exhaust brake setup from Banks
on low holds the truck at 60mph all the way down the 35km 8% grade on the
Coquihalla hwy in BC.  The Ford has a backpressure sensor so you don't lift
the heads off (but they eventually do anyway as they have the world's
softest head bolts) but you could accomplish that with the same pressure
pot/spring arrangement as a gate or vane actuator I would think. Sure beats
heating up the brakes.
