That was my first thought as well.  It could also be an exhaust leak, usually where there's a gasket.  A friend got a good deal on a Subaru turbo because under boost, it'd whistle/buzz kinda like a kazoo.  Tightened up a couple exhaust nuts and tada!

A small boost leak that is only pushing through at higher boost?  Might sound 
ike a whistle or squeal.  Unfortunately if it is that, it'll probably be hard 
o find as I don't think the computer lets the engine fully boost up when 
itting in neutral, or maybe only for a second or two.  I'd look for cracks on 
he boost tubes.  If it is this, I would imagine a small little crack that seals 
p when there isn't much pressure (or when there isn't much pressure, it isn't 
ushing enough out to make a noise).  Because of this, I would suspect the 
ubber parts first.
