I had a high idle sticking problem.  WD-40 helped for a couple  weeks.  
Even after a rebuild it started doing it fairly soon after.   There's a little 
sort of lever/clip as I recall, that relates to one of the  springs.  I 
wired that to one end of its travel and the problem  stopped.  
  I presume your problem is a stuck throttle arm and the cable itself  is 
slack when you get out and check?  Next time it sticks, shut off the  engine 
and take a look if you haven't already.
  We've just been dumped on by about 10" of snow or so.  Still  snowing 
pretty good.
