I had the same issue on my VW truck. It was an absolute pain and it was a rebuild from Parts Place. I swapped it out with the other parts place rebuild as I sold my complete 11mm head bolt engine out of the car (when I was still figuring out the overheating and the crappy new head parts place gave me). The new head had a plug that would leak oil and coolant out. So I didn't get crap for the engine but put a 1.9 in the car and had its pump rebuild by someone else. The truck then got the IP off the 11mm engine that was sold and it got the sticky pump. Now a couple years after running the second parts place rebuild it has started to leak out the inpute shaft. When I have some money saved up the truck is getting new nozzles, IP rebuilt, and the crank oil seal which I think it what is leaking as well. Then I can drive it again (even though I will have 2 kids by summer it won't drive as much as I would like).
Bottom line it hopefully will just become unstuck with some penitrating oil I hope. Also, forgot to mention my truck once in a while does have the throttle area hang up a bit on the heater core clamp by the pedel as it is really close right there. And when it was sticking (at the IP) I would have to rev all the way up to unstick).
